Published in 1975, The Encyclopedia of Warsaw states that the Palace of Culture and Science is:

a monumental skyscraper, built in 1952–1955 according to a design by L. W. Rudnev, located within the rectangle formed by the streets Marszałkowska, Świętokrzyska, Emilii Plater and Jerozolimskie Avenue; constructed by a team of Soviet engineers and workers, it is a gift from the USSR to Poland, and refers to Polish Renaissance forms; the palace’s total volume is 817 m³, height 234 m (including the spire), and it comprises 3,288 rooms; 8 high-speed lifts serve 42 storeys [...]; the luxurious interior furnishings, especially in the representative halls, feature an abundance of marble, stucco, crystal, bronze, mirrors and sculptures.

Interestingly, attention was initially most concentrated on the symbolic significance of the planned edifice. It was not immediately obvious that this towering skyscraper would rise above the city centre and define its panorama for many decades. The decision to build a meaningful structure in Warsaw – a gift from the USSR – was made in the summer of 1951. This ‘offer that could not be refused’ was put forward by Vyacheslav Molotov, Minister of Foreign Affairs of the USSR, to Józef Sigalin, Warsaw’s Chief Architect. The Soviets would construct a building following the model of others already built past Poland’s eastern border, while the Polish side was to determine the location and functions of the building, prepare the site and provide accommodation for the workers.

By early August 1951, they had a list of location options. As Waldemar Baraniewski describes: ‘The starting point was the assumption that the construction would basically be based on a ready and proven Moscow design, probably that of Moscow State University. The plan called for a location proposal that suited the Warsaw master plan.’ Although locations such as Port Praski, Grochów, Rakowiecka, and the area between Marszałkowska and Nowy Świat were considered, by 10th August, the authorities (including Bolesław Bierut, Józef Cyrankiewicz and Hilary Minc) had eliminated all the spots on the city’s periphery before deciding on the Marszałkowska Street plot.

The terrain that ended up being occupied by the Socialist Realist stone edifice was previously dense tenement housing that was mostly mediocre or of a poor standard – this is clearly visible when overlaying maps of pre-war Warsaw with the outlines of the 1950s development. The city centre had been dramatically destroyed during the occupation and Warsaw Uprising, and most of the buildings in this spot did not survive the war. Even still, further demolition and the removal of massive amounts of rubble were needed to make room for the Palace of Culture and Science. This necessity alone demonstrates that the location for this ‘gift from the USSR’ was determined not by practical reasons but by prestige ones. It was clear the pre-war street grid would also vanish, for PKiN was to stand surrounded by an expansive open space.

This building was constructed in a place where tenements once crowded together in a disorderly fashion. It has grown as a lasting testimony to a new era, as a major work of Socialist construction, as a symbol of a capital free from ugliness and architectural chaos. From its highest floors, one’s gaze can freely take in the biggest collective effort of the decade. Its silhouette shares a common accent with the beauty of the MDM districts, the streets of Mariensztat, the Old Town, the view of the W-Z Route, major housing estates, new parks and stadiums. Poland’s socialist capital is growing around it.

The political and propagandist goals of building PKiN were obvious: the emerging communist government in Poland needed a symbol of change, while the Soviet Union, de facto determining the new system in Poland, could confirm its new world order, its sphere of influence, and its dominance in the region.

Sigalin believes [...] that Poles contributed to the architecture of the Palace in two ways. First in Moscow, when they stated their creed: we expect the architecture to take national forms. Second in Poland, when they showed the Russians the greatest Polish monuments from Kraków, Warsaw, Toruń, Kazimierz, Puławy, Płock, Nieborów, Chełmno… The Russians admired and photographed everything, absorbing it all like sponges. In their Moscow studio, they covered the walls with large photographs of Polish landmarks and elements characteristic of our architecture.

Most of the Palace’s functions were ideas from the Polish side. It was decided the building would house educational, scientific and cultural institutions. The idea to include four theatres and exhibition halls, and to append the main body with a large auditorium, also came from the Poles.

The architectural appearance of the palace, though not yet entirely finished, speaks for itself from the outside – a monumental huge edifice expressing joy, filled with cheerfulness and optimism, humane in its nature. A distinct feature of the composition is that despite its colossal size by Warsaw’s current standards, the building does not overwhelm its immediate surroundings, nor does it oppress the person, nor seem so huge when seen up close. Instead, it forms a majestic and light silhouette full of a certain charm on Warsaw’s cityscape, prominently visible not only from the city’s peripheries but also from many points inside the city, unexpectedly emerging in street vistas or looming above houses.

The Palace of Culture and Science consists of the central core – tall and slender, reaching 234 metres, topped with a spire – and lower, more expansive wings arranged symmetrically on four sides. The semicircular Congress Hall, with its own entrance from Emilii Plater Street and technical facilities, was added onto the west side and can seat 3,700 people.

The doctrine of Socialist Realism required that architecture be socialist in content and national in form. This principle is certainly reflected in the structure of the Palace of Culture and Science. Although the building’s design was modelled on a Moscow skyscraper and essentially brought here ‘in a suitcase’ by an architect from the USSR, it incorporates many elements connected to the history of Polish architecture. These appear in its architectural details, fixtures and décor. Sigalin’s recollections about showing Soviet designers Polish landmarks were tangibly incorporated. The Kraków Cloth Hall, the castles of Krasiczyn and Baranów Sandomierski, the Renaissance tenements of Kazimierz Dolny, Wawel Castle’s treasures and many town halls from Chełmno to Sandomierz – all of them are reflected, in altered form, in PKiN. The most recognisable are its decorative attics, particularly popular in Polish Renaissance architecture. The semicircular Congress Hall echoes the shape of Kraków’s Barbican, and the windows are framed after models from Wawel Hill.

The palace was built at record speed for a structure of this scale, despite no innovative technology being used to do so. The building’s skeleton is steel, with most floors made from prefabricated reinforced concrete elements.

The interiors of the Palace of Culture and Science are integrally linked with its architecture, forming a stylistically and ideologically unified whole. The entire building was designed for the interior and exterior to be complementary and to create a single narrative. The decoration of its spaces – drawing on recognisable forms, details and imagery – was meaningful and intentional.

Many of these approaches can also be found elsewhere in the era’s Socialist Realist buildings, especially in the aforementioned cultural centres, such as the Palace of Culture in Dąbrowa Górnicza, as well as buildings serving other functions, including the main office of the Lenin Steelworks in Nowa Huta, the Marszałkowska Residential District, and the A Estate in Tychy.

It would be hard to count all the cultural texts in which the palace has played a role. At times a backdrop, at others a central character – when reality did not allow, some films imagined its removal. In Stanisław Chęciński’s 1991 comedy film Calls Controlled, Ryszard Ochódzki blows up PKiN, while in the 1995 TV series Ekstradycja (Extradition), Commissioner Olgierd Halski saves it from a similar fate at the hands of the Colombian mafia.

For nearly a quarter of a century, the Palace of Culture and Science’s tower has also featured a prominent clock, and since 2007, PKiN has been a listed monument. On 22nd July 2025, it celebrated its 70th anniversary. These days, it would be hard for anybody to imagine Warsaw without it.
